The Day – New London Human Services invites proposals for the use of ARPA funds


New London – The city’s Department of Social Services is inviting proposals for part of the city’s second round of federal funding through the American Rescue Plan Act.

Non-profit organizations as well as businesses, hospitals, schools, and other organizations are encouraged to apply. For those wishing to apply, the RFP and associated documents are posted on

A workshop will be held from 4-6 p.m. Wednesday at the New London Public Library to discuss the RFP. Questions can be submitted to Director of Social Services Jeanne Milstein at [email protected] by May 18. The city will post the answers to the questions on its website by May 20.

Milstein said the city is looking for ideas that promote healing and access to wellness throughout the community. His department will receive an undetermined portion of the city’s $26 million in ARPA funds.

“The emphasis is on helping neighbors, peer support and similar approaches. This funding is an opportunity to reinvent how to support those hardest hit in the community by creating an environment that supports the well-being of all,” said Milstein.
